CHESTERFIELD COUNTY, VIRGINIA — August 10, 2025 — A tragic early Sunday morning accident on Hull Street Road claimed the life of 27-year-old Krystal T. Parker, a Brunswick County resident, after she was struck by four vehicles while crossing the street. The Chesterfield County Police Department has arrested two drivers in connection with the incident on charges of driving under the influence and felony hit-and-run.
Fatal Pedestrian Collision on Hull Street Road
According to police, Parker was crossing Hull Street Road westbound when she was first struck by one vehicle, followed by three additional impacts from other cars. Parker, who lived in the 11100 block of Boydton Plank Road in Brunswick County, was pronounced dead at the scene.
The drivers of the first two vehicles fled the scene, but the drivers of the third and fourth vehicles remained and cooperated with authorities.
Suspects Located and Charged
Police quickly located the first two vehicles and their drivers:
- Karen G. Palma Martinez, 27, of the 6800 block of Full Rack Circle, was found near Hull Street Road and Mockingbird Lane.
- Kevin C. Bingham, 33, of the 6900 block of Gateline Drive, was found at a gas station near Hull Street Road and Fordham Road.
Both were determined to be intoxicated at the time of the crash and were arrested on charges of driving under the influence and felony hit-and-run. Palma Martinez was released on bond Sunday, August 10, and Bingham was released on bond Monday, August 11.

Authorities continue to investigate the crash and have warned that additional charges may be forthcoming.
